Looking at a map and seeing the “nine-dash line” will raise questions for any observer, especially for the nations the line narrowly passes by. China has in a methodical way expanded its claims by developing the islands it controls in the area militarily. The potential advantages in regard to natural resources, strategic positioning and several other important factors are, for the PRC, in their own right reason to accept a high level of conflict, but it also hinders some of its other objectives.

The new more multipolar order and regionally different economic structure that is developing will be in play for some time forward. From this viewpoint the high level of conflict in the South China Sea will, for some observers, be paradoxical and hard to understand given some of its disadvantages.

To understand this more clearly one has to connect the South China Sea to the greater area and to the more prioritized objective of national rejuvenation. In its own right important, the South China Sea, in comparison to Taiwan, is just a means to an end.

In almost any contingency regarding Taiwan, with a successful resolution from the Chinese point of view, the conflict level in the South China Sea needs to be high and needs to have been so for some time prior.

**Expect the conflict level in the South China Sea to remain high until the Taiwan question is resolved in one way or the other.**
