**Xi Jinping is still firmly in power.**

There have been calibrations regarding the decision process. The replication of the top-tier design to lower levels has shown itself to have negative effects. Problems with lower-level cadres not daring to take bold action are obvious, and it is causing a hell of a mess.

**These new instructions from the June Politburo meeting do not diminish Xi Jinping’s power, they are meant to augment it. My assessment is that they are partly conceived and fully approved by the top leader himself.**
